    “Right now, I find myself trying to simplify the pollution file because the world has become so complicated. We have a staggering half million chemicals on the high-volume production marketplace. When I as a scientist who has been practicing for decades try to understand what the consequences are for fish or fish habitat or whales or people, I realize that I have my work cut out for me. Instead of trying to capture the science and understanding of half a million chemicals, I am now saying: water as a focal point is very simple,” stated Peter Ross.

    Circa 2000, legendary civil servant Erik Karlsen had the lead role in developing the language that operationalized British Columbia’s Streamside Protection Regulation. In 2015, his last contribution before his health declined and he passed was creation of a matrix to explain how to integrate two foundational concepts that provide a path forward for designing with nature restore a desired watershed and stream condition.. These are Daniel Pauly’s “Shifting Baseline Syndrome” (1995) and Richard Horner and Chris May’s “Road Map for Protecting Stream System Integrity” (1996).

    “At the beginning of 2021, the Partnership leadership reflected on our long-term commitment to collaborative leadership and growing a network. From the outset, we had vowed never to fall into the trap of concentrating our energies on building an organization and thus losing sight of ‘the mission’. This view of the world reflected our history as a roundtable,” stated Kim Stephens. “Are there other precedents for our approach, we wondered? Or are we unique? We decided it was time to research the social science literature to definitively answer these and other questions.”

    “What we have in mind when we say ‘imagine’ is that players would imagine a legal tool or procedure that would ensure that barriers are removed or other parties in the process more effectively fulfil their piece of the sustainable development puzzle. There are solutions to be found if all parties in the community development process, i.e., staff within local and regional governments as well as private and other actors external to government but no less involved in the development process, simply talk to each other about how they could all work together more effectively, using law reform or other process changes as tools,” stated Susan Rutherford.

Daniel Pauly is a living legend in the world of marine biology. And he lives in British Columbia. Among his many contributions is the Shifting Baseline Syndrome. This is a foundational concept. And it goes to the heart of the vision for intergenerational collaboration.

    LIVING WATER SMART IN BRITISH COLUMBIA: “Part of the reason for the success of our shared responsibility way of thinking is a result of the efforts of various organizations who have managed to successfully engage governments, developers, the community, academia, etc., in water-centric thinking, planning and development activities. In many jurisdictions, water-centric has become a focus and part of our daily conversations,” stated John Finnie, Past-Chair (2006-2011), CAVI-Convening for Action on Vancouver Island


    According to John Finnie, the Partnership for Water Sustainability challenges its audiences by posing this question: what do you want this place to look like in 50 years? The decisions communities make today will ripple through time. We do have a choice – will it be cumulative impacts or cumulative benefits? Looking back, 2008 was a defining year for ‘designing with nature’ on Canada’s west coast. The government of British Columbia put in place a policy framework that is a ‘call to action’ on the part of local governments.

    LIVING WATER SMART IN BRITISH COLUMBIA: “Inspired by Buzz Holling, the Stormwater Planning Guidebook established an international precedent for application of an adaptive management approach in the local government setting. The Guidebook developed the ADAPT guiding principles for reconnecting hydrology and stream ecology through use of Water Balance performance targets,” stated Kim Stephens in the Partnership for Water Sustainability’s tribute to the late Buzz Holling (1930-2019)


    Buzz Holling had profound and far-reaching influence during his lifetime, having made major contributions to the theory of predation, the concept of ecological resilience, the concept of panarchy, and adaptive management. “The only way to approach such a period — where uncertainty is very large and one cannot predict what the future holds – is not to predict, but to act inventively and exuberantly in diverse, adventures in living and experiment,” said Buzz Holling. One of his talents was his ability to bring people together to understand, assess and act on new solutions to complex problems of people and nature.

Making things happen in the real world requires an appreciation for and understanding of human behaviour, combined with a knowledge of how decisions are made. It takes a career to figure this out! Elders have a responsibility to pass on understanding and wisdom. However, responsibility is a two-way street because minds must be open to accepting the inter-generational baton and embracing the wisdom that goes with it. With this thought in mind, I created the ‘time continuum graphic’ to conceptualize the thinking that guides the Partnership’s mission,” stated Kim Stephens.

    SHORT-TERM GRATIFICATION VS INTER-GENERATIONAL LEGACY: “We know what we need to do to adapt to a changing water cycle. Whether and how we deal with uncertainty, manage risk, and adapt to droughts and floods will depend on how effective we are in encouraging a spirit of inter-generational collaboration among decision-makers at all levels within government and with community,” wrote Kim Stephens (Executive Director, Partnership for Water Sustainability) in an Op-Ed published in April 2021


    “British Columbia’s communities have arrived at an ‘inter-generational moment’ in history. For quite some time we have known that climate mitigation is about carbon and climate adaptation is about water. Now what will we do? Sure, the climate is changing at an accelerating rate and we are experiencing an increased frequency of extreme events – drought, fire, wind, flood. However, the situation is by no means hopeless,” stated Kim Stephens. “Through experience, we do know that when we get the water part right, other parts of the puzzle will fall into place.”

    WATERSHED CASE PROFILE SERIES: “The work of the DWWP is strategic. It is community based, and makes links interdepartmentally and with external agencies. And that in itself is the super power of what we do. We first had to build partnerships, trust, datasets and knowledge. We had to test ideas, learn, earn credibility, and deepen relationships across jurisdictions. The RDN demonstrates commitment to watershed initiatives and water sustainability by delivering the DWWP Action Plan with a long-term reliable funding source through parcel tax,” stated Julie Pisani.
