Since entering into an innovative partnership with the United States EPA almost a decade ago, Philadelphia has become a testing ground for green technologies. Philadelphia’s program involves creating ‘greened acres’ — expanses of impervious land that are transformed either to absorb the first 1½ inches of rainfall or send it into rain gardens or other local green infrastructure systems. The City has created more than 1,500 of a projected 10,000 greened acres.

Philadelphia hopes by the mid-2030s to create the largest green stormwater infrastructure in the United States. Nancy Stoner says the program was never solely about slashing combined sewer overflow, but also about providing larger environmental and social benefits. “Philadelphia wanted to do much more,” Stoner says. “They did a benefits analysis before they began that showed it would enhance air quality and climate resiliency. It takes the problem of stormwater and turns it into an amenity.”

“We want regulations, incentives, policies in place so that it’s not the water department that is designing the street or designing the building or the rain garden. But then we’re stepping back and letting others take over.”
