In November 2024, the Partnership for Water Sustainability in British Columbia released THE SYNOPSIS for the Chronicle of Green Infrastructure Innovation in Metro Vancouver. The Chronicle is a sweeping narrative of the 30-year period from 1994 through 2024. The Chronicle is a layered package comprising four documents: the Chronicle of the Journey, Stories Within the Story, Synopsis and Executive Summary. The target audience for each layer is different.
The Synopsis is the third layer in the cascade. It is oriented to senior managers who have limited time to absorb what they need to know to make informed decisions. The Synopsis is visual and so can easily be skimmed in 20 minutes or less! This extract is from page S32.

“Undertaken in three phases between 2016 and 2022, the EAP program involved 9 case studies and 13 local governments in 5 regions. With release of the EAP Synthesis Report in June 2022, the timing was right to embed EAP knowledge at Vancouver Island University and begin to create an EAP centre of excellence,” wrote Kim Stephens, Synopsis author and Partnership Executive Director.
‘The Partnership’s objectives in embedding the EAP program with MABRRI are two-fold. First, provide the next generation of land use practitioners with real-world experience. Secondly, elevate the state of practice so that all local governments would know what they need to do to progress along the Asset Management Continuum.”

Vision for training the next generation
“We believe that incorporating students from Vancouver Island University and other universities will support understanding and experience within municipal governments on the importance of EAP, and simply understanding EAP. Fortunately, most of VIU’s Master of Community Planning, and Master GIS students find themselves working within municipal governments,” explained Graham Sakaki.
Four guiding principles provide context for embedding EAP at Vancouver Island University, investing in youth, training next generations, and building capacity to operationalize EAP provincially.
The image below illustrates the 4-step process for building capacity provincially. The 3-year transition period for Step 3 is 2022 through 2025.
