In May 2008, the Deputy Minister (Dale Wall) for the Ministry of Community Services used the occasion of a keynote address at the Gaining Ground Summit to make an inter-ministerial announcement about the embryo Beyond the Guidebook initiative.

The New Business As Usual

“We are using the slogan ‘The New Business As Usual’ to convey the message that, for change to really occur, practices that until now have been viewed as the exception must become the norm moving forward,” stated Dale Wall.

“We have to build regulatory models and develop models of practice and expertise to support The New Business As Usual “

“The ‘new Water Balance Model’ underpins Beyond the Guidebook: The New Business As Usual, an initiative to further advance implementation of green infrastructure policies and practices throughout British Columbia.”

“The desired outcome is to create liveable communities and protect stream health,” emphasized Dale Wall.

Green Infrastructure Mandate

The new Water Balance Model, Beyond the Guidebook: The New Business As Usual, and CAVI-Convening for Action on Vancouver Island together demonstrate what can be achieved through partnerships and collaboration.

They also illustrate how the Province’s green infrastructure mandate in the 2008 Throne Speech is being implemented on-the-ground.

The Water Balance Model was developed by an inter-governmental partnership that included three BC Ministries – Agriculture and Lands, Environment, and Community Services.

The partnership also comprised numerous local governments and three federal agencies. In addition, the Real Estate Foundation of British Columbia was a major funder and collaborator.
