What’s Holding Washington State Back?

A decade ago, British Columbia and Washington State had the same science and the same  understanding of what it meant. The point of departure was the same. A decade later, they are on diverging paths. In British Columbia, the way land is developed is changing. In Washington State, it is not, according to the comparison presented during a panel session at an October 2007 cross-border conference held in Seattle.

KimStephens_March2006_v2_120p“The conference audience learned that green infrastructure is a work-in-progress in British Columbia. Nirvana has by no means been achieved in British Columbia, but green infrastructure is on the right path….because British Columbia is steadily but surely making the shift from single-function ‘stormwater management’ to the integrated and comprehensive perspective that is captured by the term ‘rainwater management’,” stated Kim Stephens, Program Coordinator, Water Sustainability Action Plan for BC.
